Department of Public Administration and Development Management (PADM)

Message of Head

Welcome to the Public Administration and Development Management Department at the College of Business and Economics at Wachemo University. The academic field of Public Administration is the field of inquiry and area of training in Ethiopia, particularly at Wachemo University. This program in PADM is a training program that combines theories and practices in the organization and management of the public sector, non-governmental organizations, and the management of development programs and public projects.

Public administration matters in any society. It is both a field of inquiry and a profession serving the community. As an academic field of study, it is multidisciplinary. Public administration reflects society's cultural norms, beliefs, and power realities. As such, public administrators do things that affect the daily lives of citizens . They involve, among other things, administering public entities, setting objectives, developing budgets, hiring personnel, interacting with other organizations and with their clients, and evaluating the success or failure of the public programs. Accordingly, the performance of public organizations partly determines the development of any country.

Moreover, public administration strives to promote conflicting values of equality, justice, equity, efficiency, effectiveness, economy, responsiveness, representativeness, and accountability. Besides, the major issues in public administration theory and practice include, among other things, the following: politics and administration, bureaucracy, and democracy, and emerging trends in transforming government (i.e., changing the rules of the game, using performance measurement, providing competition, choice and incentives, providing public services on demand, engaging citizens, and using networks and partnerships). In this regard, the academic field of public administration seeks to understand, develop, criticize, and improve professional practice. In this case, the need to train individuals in that practice is paramount. In other words, there is a need to provide training in the field of public administration to improve the profession and eventually contribute to the development of the country. In the end, providing training in this field of study enables students to contribute their share of the ongoing economic, social, and political developments of the country.

We strive to entitle students to be capable of delivering public-oriented services and administering public affairs enthusiastically!!
